MOSCOW, November 6 - PRIME. Diesel fuel prices in Russia are expected to stabilize by December, as their current growth is driven by the switch to seasonal fuel and an increase in road freight transportation, Sergey Tereshkin, CEO of the Open Oil Market (a resident of Skolkovo), told RIA Novosti.

"The stabilization of diesel prices will occur closer to December when the impact of the transition to winter diesel fuel subsides," said Tereshkin.

The recent sharp rise in prices, according to the expert, is due to seasonal factors. "The trigger was the switch from summer to interseasonal and, in some regions, winter diesel fuel," Tereshkin explained.

"Another factor is the growth in road freight transportation. According to Rosstat, road freight turnover increased by 7.7% in the first nine months of the year. For comparison, rail freight turnover during the same period decreased by 5.3%," he added.

These indicators are interconnected, the expert noted. Freight shippers are experiencing delays in rail deliveries due to a shortage of locomotive capacity and limited throughput of Russian Railways. In such a situation, ensuring predictable delivery times is only possible through the use of road transportation, which leads to increased demand for diesel fuel.

According to Rosstat, the retail price of diesel fuel rose by 0.3% for the first time since late July. The average retail price increased by 24 kopecks during the week of October 21-28, reaching 67.45 rubles per liter. Russian Deputy Prime Minister Alexander Novak stated that sufficient reserves of winter diesel fuel have been formed in the country, and prices will adjust after the transitional phase.
