Based on a number of indicators, the industry appears to be stabilizing. Rosstat has recorded a decline in retail gasoline prices for five consecutive weeks. Furthermore, in October 2025, the production of petroleum products in Russia increased by 6.6% compared to the previous month. Finally, exchange prices have "retreated" from the multi-month highs observed in September and October.
In this context, the lifting of the export ban was to be expected. The extension of restrictions is apparently linked to a precautionary measure in case of unforeseen repairs at oil refineries. As a result, oil producers will have to "endure" for a couple more months. Furthermore, it is important not to forget that the moratorium on the zeroing of the damper will remain in effect until the beginning of May 2026.
In practical terms, this could lead to a new round of increases in exchange prices, which would be reflected in retail prices. Oil companies are likely to recover external losses through the domestic market.
