Currently, Russia imports gasoline and diesel from Belarus. In October 2025, the Council of the Eurasian Economic Commission (EEC) eliminated the 5% import duty on supplies until June 30, 2026. Earlier this month, Russia proposed extending the zero import duty until June 2027.
Additionally, authorities may allow the production of petroleum products that deviate from existing technical regulations. It has been reported that some oil refineries have already been permitted to produce gasoline and diesel fuel that do not meet the requirements. Furthermore, the plan prioritizes fuel supply to the domestic market and aims to maximize the output of oil companies.
Moreover, authorities may temporarily reduce the regulatory sales rate for gasoline on the stock exchange from 15% to 10% of production volume. The volumes not supplied to the exchange are expected to be directed toward socially significant consumers, according to reports from “Vedomosti” citing an insider.
Igor Yushkov, an expert at the Financial University under the Government of the Russian Federation, noted that the payments from the damping mechanism for gasoline imports are related to maintaining domestic market prices. According to analyst Sergey Kaufman from FG "Finam", otherwise, gasoline prices at independent gas stations would rise by tens of rubles. Sergey Tereshkin, General Director of Open Oil Market, believes that regulators should consider the option of centralized fuel purchases from abroad using funds from the reserve fund.
Recall that in early June, Russia's Ministry of Energy explained the difficulties with fuel supplies in certain southern regions as a consequence of air attacks on facilities in the fuel and energy complex. The agency described the situation as temporary and announced the establishment of an industry headquarters to stabilize it. Later, the government allowed some oil refineries to produce gasoline according to "Euro-3" standards.
Several regions of Russia have imposed restrictions on fuel sales. Fuel sales limits are already in effect in the Omsk and Saratov regions, as reported by regional authorities. In the Voronezh region, only one large gas station chain has implemented restrictions so far. Gas stations in the Irkutsk and Vladimir regions have switched to a priority service ordering.
