Additional Oil and Gas Revenues Boost Russia's Budget in 2026

In April, Russia's oil and gas revenues (OGR) experienced a substantial increase of 38.67% compared to March, totaling 855.6 billion rubles, according to materials published by the Ministry of Finance on May 6. For the first time this year, additional OGR at the end of April entered the positive zone. With a baseline volume of 834.6 billion rubles, the additional revenues amounted to 21 billion rubles. In March, the budget had a shortfall of 234.3 billion rubles. At the beginning of May, Finance Minister Anton Siluanov noted that the treasury expects to receive about 200 billion rubles due to favorable market conditions. "We are anticipating these additional OGR. But I want to emphasize that the levels of revenues and shortfalls over the last two months are similar, amounting to approximately 200 billion rubles," he stated (quoted by TASS).
Despite deviations from the baseline volume, OGR collections have been rising monthly since the beginning of the year, with March figures reaching 617 billion rubles, February's at 432.3 billion rubles, and January's at 393.3 billion rubles. However, the April figure is still 21.22% lower than the same period last year, when OGR in April 2025 stood at 1.086 trillion rubles.
